Its just a matter of simple Gaussian blur. I had mine set to 2.6px for this GIF and went along bluring frame by frame. I had to duplicate the layers because this made the opacity at the edges less than 100%, but make sure that they’re doubled just in the frame you want.
I also added a couple of grainy/grungy textures to give it some stillness above the blur. And then I just added text above as usual.

First off, I don’t use other people’s PSDs, so I colour every image individually and don’t always keep the PSD.
I have checked and I did save the PSDs I used for these images, though there are two colourings and I used a slightly different colouring on the two non-greyscale images due to the source images having different lighting etc.

When the quality is HD or near enough to start with then I just resize them and use smart sharpen.
However, if the quality is poor then I use digital camera noise removal in Paint Shop Pro X2 to smooth out the the noise that lesser quality caps tend to have. I prefer this method to Topaz because it doesn’t leave images looking unnatural and it has an inbuilt sharpen and you toy around with the size of noise that you remove. I then transfer the images to Photoshop and as with HD screencaps I resize them and use smart sharpen.
